For the hell of it I tried a reinstall, which I've no doubt done before and unsurprisingly nothing changed so I guess that if I really wanted to use it I could open whatever project in Plat 32 and do it there - as long as it's not something that is going to depend on the arp. I didn't test it for long enough to see how long it took for the arp function to stop working again. Cakewalk z3ta+ 2. Standalone 64 also worked with the same caveat. Maybe this would work for you.

If you are on Windows, before re-adding the library, you need to delete the xml file with the name of the library from C: Program Files Common Files Native Instruments Service Center, and also remove the branches from the registry with the name of the library from
HKEY_CURRENT_USER Software Native Instruments
HKEY_LOCAL_MACHINE SOFTWARE Native Instruments
While adding you need to disable all antiviruses, firewalls, Windows defenders. The program itself to add the library to run only on behalf of the administrator (it is desirable to use a separate utility Add Library.exe, which comes with Contact).
For Mac (for Windows it doesn’t hurt either): open the xml file that appeared in the Service Center folder and check if the SNPID parameter matches the same parameter in the library's nicnt file. If not, substitute it in the xml file manually.
It is also advisable to check whether daw visibility is opposite to the library in the list of libraries in Contact (Options -> Libraries).
